actually the value was not updated in the extra process created by mi_fifo module - some cfg framework related functions were missing there.

I just committed a patch in master and 3.1 branches, Maybe you can try again and tell if works now.

Is this a bug?

Seems like, although the start-up value is reported, the debug value is changed for worker childs, but not for dedicated timer processes.
