The purpose it to test a-law to iLBC transcoding.
You need an ffmpeg (libavcodec) that supports it. For Debian Stretch,
this is achievable with the packages from
http://www.deb-multimedia.org/, e.g. libavcodec57 version
10:3.3.8-dmo1+deb9u1.
