[OpenSER-Users] OpenXCAP: no percent-encoded URI allowed? can't fetch element that beneath multiple-folded elements?

The OpenXCAP 0.9.7(version 0.9.7) allows the HTTP URI that is not percent-encoded while the percent-encoded URI is rejected by the server. There is no problem of installation.
