why compile when you can apt install ?

What did you do so far?
https://www.kamailio.org/wiki/packages/debs still applies to 9.4.
So get the public key for the repo:
wget -O-
http://deb.kamailio.org/kamailiodebkey.gpg | sudo apt-key add -
Add:
deb
http://deb.kamailio.org/kamailio51 stretch main
to the sources.list
And install it:
apt-get install kamailio
