I keep getting "Bad archive mirror" when trying to download the Debian packages
to install Debian 9.4. any help with this will be appreciated.

Fair enough. But it's important to understand that Kamailio is not a piece of finished
software like say, Asterisk or Freeswitch, where you just edit some declarative
configuration files and "enable the SBC funcitonality" or whatever. It's
more of a kind of SDK, almost, driven by an imperative domain-specific scripting language,
so you'd have to meticulously script your desired outcomes.
There are two different ways the term "SBC" is commonly used. One is kind of
folkloric in nature, and refers to a carrier and/or customer endpoint-facing "traffic
aggregation" element in a rather generic sense.
The other notion is somewhat more specific to the understanding fostered by the commercial
SBC industry, and includes some things Kamailio either does not do well or to which it is
not exceptionally well-suited. Which one are you after?
Kamailio can certainly play the role you're wanting it to play, but you need to be
aware of the trade-offs. For instance, there are a number of things that fall under the
mainstream commercial understanding of SBC, such as ASIC-assisted RTP relay, B2BUA-based
topology hiding, various types of registrar caching middlebox functionality, forwarding
out of a large number of network interfaces/VLANs, etc.
