have you tried to compile and run that small test program listed in
https://lists.kamailio.org/pipermail/sr-users/2013-August/079381.html
and see if you get the issue? If yes, then you need to use another
libssl version.

However I just updated to CentOS 7.4 with openssl 1.0.2k-8 and the
issue still exists with Kamailio 4.4.6-2.2. I've tried moving the
loadmodule "tls.so" to the top as well.

Does anybody have TLS working with RHEL 7 or CentOS 7?
