I would rather use a database with usrloc replication :-)
Just make sure you allocate enough shared memory at Kamailio startup. Modern servers have plenty of memory, but the default Kamailio allocation is not big.

Its possible to check why ul.dump is failing this way?
Have you checked the CTL buffer sizes?
