Is there any possibility of sending RTP over TCP, because we are building a softphone based on PJSIP, but seems that some ISP are blocking RTP packets over UDP. Any solutions for this.

Yes, if you just keep forwarding your message to the list every ~22 hours, that will surely elicit a response.

There is that possibility, yes, insofar as the RFC 3550 does contemplate non-UDP transports.
The real question is: why are you asking this list? Kamailio/sip-router is not involved in RTP transport. Why would you look for solutions here?
