How can i config ser to forward SIP message to other SIP server without adding
"VIA" in SIP message header ?

That is not possible, SER will always add Via header field.

Hello,
use send(ipaddress) instead of forward*(...) or t_relay*(...).
send() delivers the original message to destination address -- any
operation over the incoming message will not be reflected to the
outgoing message.
