I would like to play back verbal error messages when users try to make a call outside of their calling permissions, etc. Would SEMS be the way to go for this? Does anyone have an example of how this would be set up?

You can use the "announcement" plug-in of SEMS to play any voice messages. What you have to do is to send the call to SEMS, putting into RURI the name of the announcement file.
