It sounds very clear to me. If you use the Sipwise rtpengine, the force flag is not supported AND ignored by that application. Other RTP proxys may understand, but not that one.

Rtpengine is always in "force" mode. It always tries to proxy the media through itself when instructed to. If you need to prevent the media from being proxies twice, you need to find some other way to detect this and then not call the rtpengine_*() functions.

Look at the RTPproxy module, which supports another RTP proxy. Both modules share a history and a protocol.
