A very basis 101-question, which I couldn't find the answer to
elsewhere: how/where do I see/set codecs allowed and disallowed in
Kamailio?

You don't. A SIP proxy has no business being involved in matters of
media stream. Codecs are negotiated between the two endpoints only.
