I see it throughout my openser.cfg, but it's not in the openser cookbook, or other visible documentation.
Does it add a hint to log files, or actually include information in some other place?

I figured it was under a module, but I really wasn't sure which one, obviously I wasn't searching in the correct manner.

It allows you to add header records to a SIP message. Headers may be added (or removed) to facilitate communication with different services.
