Yes, take a look at section 7.3.1.
"It MUST be possible to combine the multiple header field rows into one “field-name: fieldvalue” pair, without changing the semantics of the message, by appending each subsequent field-value to the first, each separated by a comma."

Yes, multiple values can be grouped in one header, but the first Via value lacks branch; it's real violation of RFC3261. (Seems it is allowed by RFC2543, but 2543 is rather obsoleted)
