I doubt it, unless you made OpenSER dialog stateful, proxy'd the rtp streams, and then wrote some kind of code to check the database and terminate the call accordingly.

I would consider Asterisk, as there are many mature applications available, along with nice interfaces, that support exactly what you're looking for.
