there are two methods of IVR: inband RTP and via INFO sip requests. Since openser does not deal with RTP at all, the first method can not be handled by openser. The INFO requests are processes by openser as any other SIP request, if you want special behavior for specific IVR INFO requests you need to do it via configuration script or to develop some code.
Maybe the best way to go is to forward the INFO requests to asterisk where you have a good IVR handling system.
