I am working on project involving SER, SEMS and MediaProxy. Things works OK as configured. I am curious to know how I can generate RTCP message towards caller if the called UA is not generating one.

well, this is the OpenSER mailing list, so your chances to get support for questions around the projects you mentioned are perhaps not that great. ;-)
You find the SER and SEMS user mailling lists at this address: http://lists.iptel.org/mailman/listinfo/
OpenSER (and SER) are only SIP servers, so they don't care that much about RTP. So i don't think its possible to generate RTCP messages with them. If you can't fix your UA then these must be generated in the media gateway, if you use one.
