Is the command fifo_db_url meant to enable access to all tables in the ser database or just certaian tables such as grp? Any changes that I make to the grp table take effect immediately, but if I make a change to aliases or domain, SER requires a restart.
Yes, because aliases and domain tables are cached within SER. You can force SER to reload domain table by "domain_reload" fifo command.
