Does SER support DTMF currently if yes does it support text to voice?

Ser is a SIP proxy, which means, that it only deals with signaling. DTMF are mainly on the media path. 'Text-To-Speech' is also a typical media server application which won't be supported within Ser. For all that, you could try Sems. Take a look at the Sems home page: http://sems.berlios.de.
