Just wondering, if party A dial to party B, it takes 3 seconds to hear the first ring. Is it normal or it's too long?

I think that's pretty good, that's about what mine is at to the pstn. Sometimes up to 5 seconds if our ata syle adapter is still waiting for a timeout on digits from the analog phone, but I'm trying to work on this. my sip to sip calls are ~1 second.
