What exactly is SMS callback? Anyway, it sounds to me like you would need some 3rd party call control - you should take a look at asterisk.

SMS Callback: somebody sends sms to defined number. Sms contains user, password and two users numbers - ser connects with the first and after that with the second user and connect them. This is used to safe money. Yes, I know about that function in Asterisk but I have to made it with ser.

you can't make this with ser! Why do you need ser? You need some application which performs the task of connecting the calls and a b2bua. You can use iptel's application agent (http://iptel.org/aa/) but this is not open source.

PS: Maybe you can solve the problem using sems as B2BUA.
