There were several discussions on this mailing list about the same
topic. The general opinion is that this is a wrong approach. When 3xx
comes back to caller it should accept or reject the redirection, so it
should be charged for the call, not the callee.
One problem is that the new call will have different dialog
characteristics (callid, tags ...) and you do not know if the call is
really due to 3xx or because the caller had dialed by itself. There are
phones that do not handle redirection at all and the caller may have the
PSTN number of callee as well which may be the same number from 3xx contact.
Another problem is that SIP phones/clients usually do not ask to follow
or drop a redirection, so a better approach would be to drop 3xx replies
on server and implement call forwarding on server where you can log more
details about the call and you are sure that callee must pay.
