Does SER support the SRV mechanism, sending a request to a URL with a
SRV domain name?
Also, if the first priority destination fails due to a timeout, will it
failover to the second priority?

Check ser-dev mailing list; less than a month ago there was an
announcement that SRV was added to CVS HEAD version altogether with
DNS cache mechanism and config file parameters managing the behaviour
of both features.
