Which solution would be able to check the ser availability bfore estabilsh the connections SER2 sip agents===DNS servers==[the solutions ??]== SER1

We use Coyote Point load balancers (good, relatively cheap, hardware load-balancers) that monitor the connectivity to the SER server. The problem is that it ONLY monitors connectivity, so if your SER is still accepting connections to the socket, but then not working correctly, it doesn't know the difference.
Our SER works off a centrally-shared DB instead of a replicated one (mysql running from a SAN connected to both machines through a SAN switch). That way, if one of the servers goes down, the other one picks up as if nothing ever happened.
SER does not have stateful connections from the UA, so if the server gets switched in the middle of a conversation, it will cut the conversation off... but at least there will still be a server active for additional connections.

Right. VRRP is for layer 2/3 but it's for
routing
purposes.
If you want to handle the application layer with failover, you need a load-balancer of some sort. That way, if one SER dies, the load balancer sends data on to the other one.
