Both the SER and OpenSER documentation list flags in avp_check:
flags = 'g' | 'G' | 'i' | 'I'
But no one seems to list exactly what those flags do. Sure, /g for global, and /i for case insensitive. But what are the capital versions? The same thing just variants thereof? Do they mean something special?

You're right. g and G is the same thing. i and I too. All avpops is case insensitive in params. g-)
