As far as I know, no you cant, the reason is that serweb talks via ser_fifo, so unless u get some wrapper to run on the local serweb machine which will talk to ser_fifo, it cant, but i think it would be useful.

I find a small php file named "fifo_server.php" under CVS (ser/sip_router/utils/fifo_relay/). It should can give you some tips. It seems a remote talk to ser_fifo.
