The closest idea I have in mind is to load into an avp the result of a mysql query, which returns a random number or entries from a database sorted randomly.
But for this you to work you would need to use OpenSER devel branch, not sure if equivalent SER functionality exists.

Hi,
I think that the new 'db_ops' module of SER might allow you to also obtain this SQL functionality (but you also need the development code). However, you might want to customize to your needs one of 'ext' or 'exec' modules.
