SER is sending a duplicate INVITE after receiving a 403 response from the gateway. I was
wondering if anybody can suggest why this would be happening. According to RFC 3261,
21.4.4 403 Forbidden
The server understood the request, but is refusing to fulfill it.
Authorization will not help, and the request SHOULD NOT be repeated.

are you sure the second INVITE comes from SER? Could it be the caller's
client?
If it is ser, then the second INVITE might be due a retransmission, when
the gateway respond comes after a while. A network dump would be very
helpfully in this case.
