What monitoring tools to monitor and restart SER when it stops? We tried daemontools but it only monitor process in the foreground and since SER forks as daemon we are not able to get it to work. So anyone has another tool to perform the task please let us know

You can use nagios and sipsak. Sipsak can produce all kind of messages. I use 2 different test:
1. Send a MESSAGE (from an external domain to avoid authentication) to a non existent user: ser has to reply with 404 (no reply => ser = dead)
2. Sipsak will register and send a MESSAGE to itself. This way, you can verify also the authentication (e.g. radius server ...)
