the upcoming 3.3 has some options to set the URIs for which to send the PUBLISH, see:

http://kamailio.org/docs/modules/devel/modules_k/pua_dialoginfo.html#id25348...

You can decide in config file how many publishes and where to be sent.

But these are additions after 3.2.
