roughly yes. but to be more precise, it's like this:
openser rel_0_9_0 was snapshot of ser rel_0_9_0 (ser rel_0_9_0 plus
new stuff)
openser HEAD is openser rel_0_9_0 plus all new stuff from ser
rel_0_9_0 to ser head.
at least this was the way the code was build.
