Actually my requirement is, If I make a call to a user all the users logged in with that used id should get that call at the same time. How can I achive it.

Reading the documentation at the website, that have examples of how to do that.

You must do exaclty NOTHING to get that RFC3261 compliant behaviour in OpenSer.
