For this, You use Sailfin or IMB Sip Server. Were both are Sip+http convergence application. I've tested the WeSip applications into that Sip-Http Application Servers.

AFAIK WeSIp is a complete SIP and HTTP application server, you can't run it on top of Tomat or other web application server.
