Take a look at this: http://www.iptel.org/ser/devel.html. More than that, you can pick a simple existing module - a small one - and see how it works.

Read development document first... It's available with SER 0.8.x... However, if you need to make a module for ser 0.9.6, better subscribe to the serdev list and start asking questions there.. I think someone else may suggest more on this issue..
