Is this observation correct?
1. If an option is defined in the openser.cfg file, this definition will be used.
2. In an option is not defined in the openser.cfg file, the default value will be used, except the option is defined via a command line parameter.

yes, the config file is loaded after the command line parameters are parsed, therefore the confg file will overwrite the command line parameters.
