Hi Fabio,
1.3 is not yet released, will be probably tomorow or so..
You can find the instructions how to install from the (not yet created 1.3
branch) at:
http://www.openser.org/dokuwiki/doku.php/install:openser-from-svn
There will be also debian packages and binaries for other distributions
available for download.
