Be sure the siremis/log/ subfolder is writable by the web server. If you use debian, you can do:
make chown
Also, if you have selinux, configure it to allow the web server to write on local file system.

can you check for an empty file named install.lock in the siremis directory
Look at siremis/index.php

If the file install.lock not exists ... redirect to directory install ;-) If it is not there ... place an empty file install.lock in the siremis directory manually.
