Well, since NOTIFY is in-dialog it's just
needed that the proxy does
RR in the initial SUBSCRIBE before forwarding it to presence server,
am I right?

you should be right, but i haven't tested it. there is 'record_route'
field in active_watchers table. check if it gets populated upon
subscribe.
