yeah,as you said I changed cfg file,but ser is still cann't be started. Did you try?

First of all: pa module is not stable and might not work.
The other thing is that handle_subscription only accepts registrar or jabber as parameters, so you have to change debian for registrar:
handle_subscription("registrar");
