Depends on how you authorize calls. Just do a forward to the IVR whenever that happens. As Evan already said: SER wouldn't handle any media/DTMF/IVR itself.
and how can i setup IVR program to user to check the balance of the account.
SER cannot do it so it all depends on the IVR system. Asterisk might be your weapon of choice. Probably you also only want to play an announcement instead of a fully flexed voice menu. This would be easier on your servers I assume.
