http://www.ideasip.com supports both message and subscribe... but only subscribe in pass through (we don't have an xcap server, but you can link two X-lites together for peer to peer presence mode).

AFAIK, iptel.org SIP service does not support SUBSCRIBE. The iptel.org config is basically the same as the full ser.cfg found in etc in SER 2.0. g-)
