Usually yes. But I do not know your DNS server. Maybe there are configurations where you can use the same zone file for distinct domains (maybe use symbolic links?).
Ie in test.org zone file i will have srv records for that domain and the same for e164.arpa domain. Is my understanding correct.
This is how nameserver configuration typically works.
