i thing that you've followed the instructions quoted below.

The correct ACCEPT_KEYWORDS is ACCEPT_KEYWORDS=~x86, not !86. The error message means that the gentoo package manager could not found the openser ebuild. Perhaps the reason for this is the wrong keyword?
