Openser uses the topmost contact and ignores the bottommost contact in the multiple line list. If the topmost contact is down, the bottommost is never tried.
OpenSer should, of course, handle Contact in multi-header way, since it is totally SIP compliant. I suggest and ask you to open a bug report in sourceforge.
