Also you need the standard release 0.8.12. There were some changes afterwards into ser core code. This is not a big one, you can try replacing next lines:
ptr = build_lump_rpl(_hdr, _hdr_len); add_lump_rpl(_m, ptr);
with:
if (add_lump_rpl( _m, _hdr, _hdr_len, LUMP_RPL_HDR)==0) { LOG(L_ERR,"ERROR:gsm_send_resp: unable to append hdr\n"); return -1; }
I hope this is all. I will try to find some time this day to update the code, but I can't promise.

You are using a wrong version of radiusclient library. What is yours? When I will find some time to spare I will update it to use radiusclient-ng library, to be the same as latest ser.
