Please note that Vovida (actually Voiceage) provides only binaries
compiled for Windows, apparently they are of no use for SEMS. I believe
that you can but license from Digium and download reference C code from
ITU-T, which compiles just fine on any modern unix-like system.

provides
G729(A) without a licence fee. But this is only for development and not allowed for
commercial
