for the moment maybe you can combine the condition of is_audio_on_hold()
with sdp_with_active_media("audio"):

Otherwise I agree that the is_audio_on_hold() should be fixed to support
both rfcs.

supports only rfc 2543,
where "hold" is indicated by setting the "c" destination
addresses for
the media streams to zero (0.0.0.0).
The newest rfc3264, where "hold" is indicated by
a=sendonly/inactive, is not
supported.
