beside sip you should also trace diameter and if possible, increase debug level in hss. For my understanding, I-CSCF asks HSS for S-CSCF location (Cx Interface).

I would suspect maybe you have not perfectly followed instruction on how to configure SIMs, fhoss, and open5gs hss (and maybe osmo hlr too).
Anyway, that you established the radio connection, and the network connection is a success in se, it's the most difficult part
You now have small details in front of you, imsi/impu/etc , but after a while it will work.

When my CotsUE(ONEPLUS8) try to Register. I get an 403 Forbidden HSS Authorization Rejected (see udp-stream.txt). The output of the fhoss looks like this.
