send_tcp() has no support for pseudo-variables. Why are you using send_tcp()? Is it a reason for it? Using forward() you can do:
with openser 1.0.0
avp_printf("s:dst", "$td"); avp_pushto("$duri", "s:dst"); forward_tcp(uri:host, uri:port);
with openser devel:
avp_pushto("$du", "$td"); forward_tcp(uri:host, uri:port);
