I was working on two different servers, and I had a typo. Thanks.
One question -- In the default ser.cfg file it has:
# Uncomment this if you want digest authentication
# mysql.so must be loaded !
# loadmodule "/usr/lib/ser/modules/auth.so"
# loadmodule "/usr/lib/ser/modules/auth_db.so"
Does mysql.so have to be loaded/running for RADIUS authentication to work?
I don't see this in the SER "Radius How-to"
Do you have a copy of a sercfg file where RADIUS is working?

well, then may be you configured it in debugging mode (fork=no) and started
SER only on loopback interface or did some other similar mistake which
results in SER not listening on the proper interface. Try "serctl ps" to see
where SER is listening.

This is the problem, SER can't be reached. Most likely, it is not
running.

My client is MS Windows Messenger 4.72. I start

I have attached the ngrep from the server, and also a packet capture

the client workstation running MS Win Messenger.
